The Scene
A few conversations were going on before the start of the meeting. Only a few citizens and several firefighters were in the audience. The mood was light as people filtered into the chambers. The meeting would include a bond issue, condemnations, and some awards for some of our First-Responders.
At 5:30 PM, the meeting was called to order by President Landry, with the Invocation and Pledge led by Mr. Marcantel. Mr. Landry asked the secretary to call roll. President Landry, Vice-President Brame, Mr. Abshire, Mr. Andrepont, Mr. Bares, Mr. Bartie, Mr. Burleigh, Mr. Guillory, Mr. Hayes, Mr. Lewis, Mr. Marcantel, Mr. Richard, Mr. Smith, Mr. Stelly, Mr. Tramonte were all present.
Presentation and appearances
Mr. Stelly came up for a presentation for what he called ” Two men that I think are heroes.” First, he brought up Mr. Coffee from the LCFD to detail the accident that was being highlighted. Mr. Coffee said, ” LeBlue got dispatched to a possible female passed out in her vehicle.” He went on to describe that once Firemen Clay Keller and Jevin Dupuy arrived on the scene, they found a vehicle in a pond. The two, without hesitation, jumped and rescued the woman in the car by breaking the window. Mr. Coffee also stated that the rescue was made more difficult due to the water rushing into the vehicle, which caused it to shift into deeper water. Mr. Coffee then brought the firefighters up and presented them with medals from the Louisiana State Firemen’s Association for their heroic action. Mr. Stelly then congratulated and thanked the men for their service and presented them with certificates from the Calcasieu Parish Police Jury.
Engineering and public works
A resolution was adopted to amend the Professional Engineering Contract with Bluewing Civil Consulting, LLC. to include any additional services associated with the Sara St. Bridge Replacement Project. A motion was made by Marcantel, seconded by Mr. Andrepont, and passed with no discussion or objection.
A resolution approving a temporary construction agreement for East Tank Farm Rd. Bridge Replacement Project and Brenda Slate Cole. The motion by Mr. Stelly, seconded by Mr. Bares, passed with no discussion or objection.
Administration
Mr. Abshire motioned to approve the minutes of the April 4, 2023, Regular Meeting of the Police Jury. Mr. Bartie seconded the motion, which passed with no discussion or objection.
The Jury approved a resolution by the Iowa Fire Protection District No. One for the election to pass a Bond Issue not to exceed $2.5 million for acquiring, constructing, and improving fire protection facilities, machinery, and equipment. Mr. Stelly made the motion to pass, seconded by Mr. Tramonte; the motion passed with no discussion or objection.
Several resolutions approved the purchase of property; the first, on Holbrook Rd., Sulphur, La., the motion by Mr. Marcantel, seconded by Mr. Burleigh, passed with no discussion or objection. The next was in the 1100 block of Hwy 12, DeQuincy, La. The motion by Mr. Tramonte was seconded by Mr. Stelly and passed with no discussion or objection. The final resolution was for a property in the 100 block of 3rd St, Starks, La. Mr.Marcantel’s motion was seconded by Mr. Burleigh and also passed with no discussion or objection.
Planning and development
The Police Jury approved two liquor and beer permit renewals. Mr. Guillory’s motion was seconded by Mr. Abshire and passed with no discussion or objections.
A motion by Mr. Smith, seconded by Mr. Richard, adopted ordinances associated with the sale of Adjudicated Properties held on April 25, 2023, passed without discussion or objections.
Technology
The Jury approved the submission of a grant application for $186,505.00 for the purchase of Cyber-Security products and services to the U.S. Dept. of Homeland Security Port Security Grant Program. Mr. Burleigh’s motion was seconded by Mr. Bartie and passed without discussion or objection.
Procurement
The police Jury approved the payment of all current invoices. Mr. Andrepont’s motion was seconded by Mr. Guillory and passed with no discussion or objections.
A bid for Water Level Monitoring Station Parts from Campbell Scientific, Inc. was approved. Mr. Abshire’s motion was seconded by Mr. Burleigh and passed with no discussion or objections.
There was only one bid for purchasing four dump trucks; the only bidder needed to be more responsive to an additional condition, so the staff recommended rejection and rebid. Mr. Marcantel’s motion was seconded by Mr. Bares and passed with no discussion or objections.
The Police Jury also passed several motions to advertise for bids and proposals for:
-Sara St. Bridge Replacement Project. The motion by Mr. Andrepont was seconded by Mr. Bartie and passed with no discussion or objection.
-Select Major Thoroughfare Roads and Drainage Rehabilitation. Mr. Marcantel’s motion was seconded by Mr. Richard and passed with no discussion or objections.
-Portland Cement Concrete Joint Seal and Patching of Various Roads. The motion by Mr. Hayes, seconded by Mr. Stelly, passed with no discussion of objections.
Board appointments
Mr. Stelly asked for a deferral of 60 days on the appointment; his motion was seconded by Marcantel and passed with no discussion or objection.
Public hearing on condemnations
At 5:45, Mr. Landry conducted the Public Hearing for residents to show cause as to why their structures should not be condemned and removed within 30 days. On this particular night, there were no blue comment cards from the audience. President Landry also asked if anyone was present to speak about a said property before each property was discussed by the police jury. Once the property is condemned, it will be demolished within 30 days.

The Police Jury then recessed to enter an Executive Session to discuss the possible litigation between the State of Louisiana and the United States Federal Emergency Management Agency, FEMA. A short time later, the members emerged from Executive Session; Mr. Landry called the meeting back to order and asked for a motion to adjourn, which Mr. Richard made and was seconded by Mr. Andrepont. Accordingly, Mr. Landry Adjourned the meeting.
