Calcasieu Parish Police Jury Regular Meeting

SUMMARY

This meeting consisted of public presentations, FEMA Fund acquisitions, property issues, and tax exemptions.

THE SCENE

A nice sized crowd gathered in the Police Jury chambers before the meeting.  The Iowa Boys Baseball team, parents, and supporters were also in attendance for presentations. 

CALL TO ORDER

President Landry called the meeting to order, and the secretary called roll. All members of the Police Jury were present with the exception of Mr. Abshire.  Mr. Bares led the invocation and the pledge.

PRESENTATIONS AND APPEARANCES

 There was a special recognition of Mr. William Cutrer, candidate for 14th Judicial District Court Judge.

Ms. Carmen Cormier informed the Police Jury about the History of Baseball Exhibit at the Henning Cultural Center from June 3-July 20, 2023 and shared information regarding the History of Baseball in Southwest Louisiana.

 The Iowa High School Baseball Team received certificates of recognition for winning the Louisiana High School Athletic Association Division II Non-Select State Baseball Championship. 

PLANNING AND DEVELOPMENT

On staff recommendations, the Police Jury approved one new application and one renewal application for liquor and beer permits.

Rezoning was approved for 6117 Tom Hebert Rd, Ward 3. The property was rezoned from Single Family Residential to Light Industrial for industrial development.  This action was based on the recommendation of the Planning and Zoning Board, which unanimously approved the request.

Approved the resolution taking Tara Acres Subdivision, off N. Perkins Ferry Rd, Ward 1, as now in Calcasieu Parish, District 1.

ADMINISTRATION

A motion was made by Mr. Bartie to approve the minutes of the regular meeting of the Police Jury held on April 20, 2023. The motion was seconded by Mr. Smith and passed with no objection.

 There was a motion made by Mr. Stelly to approve the property purchase at 3208 Kirkman St. Mr. Stelly’s motion, seconded by Mr. Bares, and passed with no objection.

The Police Jury voted on a motion to approve a grant application submittal to the Louisiana Office of Community Development Disaster Recovery Unit for CDBG-DR funds for hurricanes Laura and Delta through the Public Assistance Non-Federal Match Program.  Mr. Andrepont made the motion to approve, which was seconded by Mr. Marcantel, and passed with no objection.

Mr. Bares made a motion to approve a Cooperative Endeavor Agreement with the Calcasieu Parish Public Defenders’ Office for assistance in funding $600,000 to purchase property at 120 West Pujo St. for offices.  Mr. Bares’ motion, was seconded by Mr. Andrepont, and passed without objection.

Mr. Guillory made a motion to approve a request to amend the ITE (Industrial Tax Exemption) due to an error in the original agreement.  Mr. Guillory’s motion, was seconded by Mr. Bartie, and passed with no objection.

ENGINEERING AND PUBLIC WORKS

Mr. Marcantel made a motion to amend the Professional Engineering Contract with Meyer and Associates, Inc., to include additional services for the Old Spanish Trail Waterline Upgrade Project.  Mr. Marcantels’ motion, was seconded by Mr. Brame, and passed without objection.

Mr. Brames made a motion to approve the property purchase of 5038 Country Club Court through the FEMA Hazardous Mitigation Grant Program.  Mr. Brames’ motion was seconded by Mr. Hayes, and passed without objection. Note: 100% funded with FEMA funds.

Mr. Bartie made a motion to approve the purchase of property at 3119 General Patton through the FEMA Hazardous Mitigation Grant Program.  Mr. Barties’ motion, was seconded by Mr. Guillory, and passed without objection.  Note: 100% funded with FEMA funds

FACILITY MANAGEMENT

A resolution was adopted for a professional architectural contract with Champeaux, Evans, Hotard, APAC for the Judicial Complex Project.  Mr. Brames’ motion, was seconded by Mr. Richard, and passed without objections.

PROCUREMENT

 Mr. Andrepont made a motion, to approve the payment of all invoices and was seconded by Mr. Marcantel. The motion passed without objection.

 A resolution was adopted for action to be taken on bids for the Gauthier Rd—sewer Transport System.  Mr. Hayes’ motion, was seconded by Mr. Lewis, and passed with no objection.

 A resolution was adopted to accept the PERC Development, LLC bid for $6,714,069.35 for the Gauthier Road- Regional Airport Sewer Transport System.  Mr. Brames’ motion, was seconded by Mr. Tramonte, and passed without objection.

A resolution was adopted to accept the bid of Hunt, Guilliot & Associates for program management Services of the Community Development Block Grant Disaster Recovery funds.  This is subject to contractual negotiations.  Mr. Smith’s motion, was seconded by Mr. Marcantel, and passed with no objection.

A resolution was adopted to substantially complete the Lake Charles Health Unit, Calcasieu Parish Coroner’s Office, and Southwest La—crime lab hurricane repair projects.  Mr. Burleigh’s motion, was seconded by Mr. Richard, and passed without objection.

CONDOLENCES

The Police Jury adopted a resolution of Condolences for the family of Wilmer Dugas.

President Landry adjourned the meeting.
