Police jury tackles zoning, executive order extension, condemnation notices, and more at recent meeting
The Scene
Just before the start of the meeting, heavy rain and hail on Lake Charles likely caused a small crowd for the jury meeting. Jury President Chris Landry called the meeting to order, with Juror Randy Burleigh leading the invocation and pledge. Secretary Catherine Smith called the roll; all jurors were present.
Planning and development
The Jury approved one renewal application for a liquor and beer license. Juror Joe Andrepont seconded Juror Ashton Richards’ motion. The motion passed.
An ordinance to revert the 6000 block of Ward Line Rd. to the original agriculture zoning was made by Juror Anthony Bartie and seconded by Juror Jed Bares. The motion passed.
Due to Laura and Delta, the Jury extended an executive order that waived zoning restrictions and fees for temporary housing units through August 28, 2023. Juror Brian Abshire’s motion was seconded by Bartie and passed without objection.
The jury adopted an ordinance authorizing the demolition of an accessory building at 1022 Franklin Road.
Andrepont said after a brief discussion with the owner, Wes Crane, and several jurors that it sounded like Mr. Baker was trying to make an effort.
“I see the dilemma that staff is faced with, but it would seem like it would be in order, Mr. President and Mr. Hayes, that we help Mr. Baker and give an extension,” Andrepont said.
Juror Ron Hayes motioned to defer for thirty days, and Andrepont seconded it. There were no objections.
Burleigh proposed a resolution to extend the executive order that waives the elevation requirements through August 28, 2023. Juror Mike Smith seconded the motion, and it passed.
The Jury authorized the Planning and Development Department to notify property owners to show cause as to why structures should not be condemned at the August 3, 2023, meeting. They discussed the following structures:

Administration
The jury approved the minutes of the May 18, 2023, regular meeting. The motion by Abshire, seconded by Bartie, passed.
The Jury adopted several resolutions and ordinances.
They approved a call for an election Saturday, November 18, to renew a tax for the Waterworks Division for ten years in Wards 4 and 6. Juror Roger Marcantel’s motion, seconded by Burleigh, passed without objection.
They approved a call for an election Saturday, November 18, 2023, to renew a tax for the Water Works Division for ten years in wards 3 and 8. Juror Tony Stelly’s motion, seconded by Richard, passed with no objection.
The jury amended an ordinance to appoint Consolidated Gravity Drainage commissioners for district one. Commissioners are to serve four-year terms. Mr. Marcantel’s motion, seconded by Mr Burleigh, passed.
The jury amended an ordinance that the jurors will appoint commissioners for the Consolidated Gravity Drainage District No. 2, to serve four-year terms. Bartie seconded Juror Tony Guillory’s motion. The motion passed.
They adopted a resolution making July 3, 2023, a parish holiday. Andrepoint seconded Marcantel’s motion and passed with no objection.
Engineering and public works
There were several items from the department for consideration by the Jury.
The Jury adopted a Resolution approving a temporary construction servitude agreement for the Moss Gully Improvements Project Task II. Richard’s motion, seconded by Smith, passed.
They adopted a resolution approving a temporary construction servitude agreement with First Home Realty of L.C Inc for the East Tank Farm Road Bridge Project. Stelly’s motion, seconded by Bartie, passed.
The Jury approved the land purchase at 2601 Pinewood Dr through the FEMA Hazard Mitigation Grant Program (HMGP) to mitigate future flood losses of this repetitive loss structure. Mr. Barie’s motion, seconded by Mr. Smith, passed. Total funding from FEMA is 100%.

Human services
They approved a grant agreement with the U.S. Department of Housing and Urban Development (HUD) for $142,504. Smith seconded Bartie’s motion, and it then passed.
Police jurors acknowledged, for the record, the Calcasieu Parish Human Services Advisory Board meeting minutes for February 15, 2023. Guillory’s motion, seconded by Bartie, passed.
Public health services
The Jury adopted a cooperative endeavor agreement (CEA) with Southwest Louisiana Area Health Education Center (SWLAHEC) for salary assistance, clerical services, and nursing. Burleigh’s motion, seconded by Bartie, passed.
Procurement
Andrepont motioned to approve the payment of all current invoices, Bartie seconded, and the motion passed.
The jury adopted a resolution to accept a proposal for pest control services. Bartie’s motion passed with a second by Richard.
The jury accepted the bid of Sysco Food Services-Gulf Coast, Inc. for food at Burton Coliseum. After a brief discussion, Smith’s motion passed with a second from Richard.
The jury accepted the bid of Sysco Food Services-Gulf Coast, Inc. for food at the Office of Juvenile Justice Services. Mr. Bares asked if there was a reason for only one bid. He also questioned why the parish could not use local suppliers.
Purchasing agent Christy Cumberland spoke for the staff. She advised that they used all advertising methods, but no one else submitted a bid.
Cumberland noted that Sysco had been the provider for five years, and the police jury had received only one proposal. Marcantel’s motion passed with a second from Bartie.
Jurors approved the lowest bid for purchasing four tandem dump trucks for the engineering and public works department. The motion accepting Burleigh’s proposal of Martin GMC passed with a second from Marcantel.
The jury also approved a bid for crushed stone. Burleigh’s motion, seconded by Andrepont, passed.
Jurors approved the lowest bid for janitorial supplies. Stelly’s motion was seconded by Richard and passed.
Then the jury approved the lowest bid for mosquito control solvents and products. Marcantel’s motion passed with a second from Lewis.
Jurors approved the lowest bid for Assorted Pipes and Fittings for use in all departments. Marcantel’s motion passed with a second from Mr. Lewis.
Jurors approved the lowest bid for collecting and distributing assorted pipes and fittings for all departments. Burleigh’s motion passed with a second from Bartie.
Jurors adopted a resolution acknowledging that the incinerator replacement for animal services was complete. Smith’s motion passed with a second from Richard.
Jurors adopted a resolution acknowledging the Juvenile Justice Services Hurricane Repair Project as nearly complete. Abshire’s motion, seconded by Bartie, passed.
Jurors approved the advertisement of bids for the Mallard Junction Office Building Hurricane Repair Project. Stelly’s motion passed with a second from Smith.
Jurors approved the advertisement for bids for the Gum Cove Road Bridge Replacement Project. Tramonte’s motion, seconded by Bares, passed.
Mr. Landry asked for a motion to adjourn, and Mr. Abshire made the motion, adjourning the meeting.
